Holley vaporizer air damper

Hi, I am trying to get my great grandpa's 1926 Model T in running condition. It has a Holley vaporizer that looks original but has a lot of vacuum leaks so I found one and ordered a rebuilt one from Blue Oval Classics. It arrived today and I was looking it over close, I see that the air damper thing is spring loaded. From prior forums, it appears that they were originally weighted but free swinging? Will this work okay, or was it rebuilt incorrectly? Thanks for your help.
