TT 23” rims are split rims.
TT 20” rims are solid rims with a removable lock ring.

From past experience I'm gonna chime in with my 2 cents FWIW...usually not much.....but..the 600x20 are also referred to as the "widow maker" due to the danger of the lock ring. Whatever you do if you buy a used set, be DARNED SURE of their integrity. Much rust, and if the lock ring shows any kind of wear or bend, you should pass up. Gotta remember they may be very old and tired and not worth the risk. I ended up buying brand new ones from Universal Vintage tire in Hershey PA, and was glad I did. I searched extensively for used ones and they all were just too rusty and tired looking for me as well as my installer. Just saying. Do what you are comfortable with. And of course inflate them in a CAGE....my late grandparents owned a tire store and one employee got in a hurry and inflated one without the cage and had an arm tore completely off when the ring cut loose.
