The wide stripe around the body on the front car is typical of Tarrant bodied cars sold in Victoria, Australia. From the window set-up in the building behind, I'd say they are outside a school building.

The headlights look to be fork mounted on the first car and possibly the second too. The front tires appear to be 30 X 3 1/2 on both.
When did I do that?

Rich, Canadian sourced cars had 30 x 3.5 " tyres all round. The forked electric front headlights are also not uncommon on our 15 and some 16 cars.
