It is more than 4 ,but less than 4.5. Looks to be 4 &3/8. Guess that is what they call 4.5. Dan

Rim width is typically measured between the vertical walls of the rim beads. Looks like a 21” x 2-3/4” or 3” rim to me. Would carry a 4.50” x 21” tire nicely
