Not enough visible markings to tell the make, but could be from any number of industrial uses.
I have a similar 4cyl from an industrial sweeper. The keyway on the output would indicate a pump of some sort (hystat or water) could have been attached. The pulley offset is also similar as the fan probably had to be located out of the way to fit the application.

The water cooled exhaust manifold indicates that it' s boat motor. Possibly a sailboat motor?

Sailboat motor ? Isn't that cheating, or a contradiction in terms ???
More people are doing it today than ever before !

Universal Motor made a good many marine engines and engine powered light plants in the hundred years between the 1890s and 1990s; maybe one of theirs? I know they were still building a 30 hp flathead 4 they called the Atomic Four in 1980, because I bought a brand new one then to repower a boat I had. This one is not an Atomic, but I've read they sold tens of thousands of a previous version, the Utility Four, for use in lifeboats during WWII; I've never actually seen a Utility Four so can't say for sure, but there were a bunch of them out there in the '40s and '50s.

I would look at photos of Waukesha and Hercules .It is a industrail engine.Probably on a pavement roller or sweeper or something along that line. I have a small single cylinder Hatz desiel from a pavement roller.Similar hook up.
If you can't help em, don't hinder em'

I was going to suggest Smokstak unknown engine section, but darn if I could find it. Still might be worth the look.
