Help ID Aux Drive

I have been contacted for information on the auxiliary drive pictured below. I have no further information than that it was used on a Model T. I believe it was fitted to the front ratchet (as many accessories were).

From the pictures provided by the owner I cannot see how this was fitted or how it would have worked. There is an output shaft that had a pully attached which had been cut off. The owner is having a new shaft built and fitted.
The arm 'bent to 90dgrees' seems to have been the crank handle with the other side fitted to the engine crank socket - but I am not sure...

Can you help please with an ID of the unit and how it may have been operated?

I'm guessing it's a governor for a stationary unit.??? Title of post made me think of other things.

The universal on the input shaft looks like the same one on my Willys Overland Whippet. It has the flange that bolts to the transmission output shaft. With the pulley at 90 deg I'm guessing it's a pto accessory. Many Whippet engines were turned into power units.

From the oval like plate on that PTO, my guess it is an " E-Z Power" brand power take off.
