When was the change made in the radiator shell for the hood lace. I have two high radiator shells, both painted steel. One has round holes, the other has square holes to run the hood lace through. I am wondering which one is correct for a 1925.

Yes the earlier fenders had a washer between the fender and the running board. In '25 the fenders were modified to have a raised area around the bolt holes, eliminating the need for the washer. R. V. Anderson makes a bolt kit for the fenders & running boards that has the correct washer included.

Did you tighten the lower mounting hardware to the frame ? And are you using the correct hardware ? With 1.5" difference between a low, and high radiator, I don't think that is the issue.
