Clutch might be out of adjustment. Check the 3 fingers, they may be too loose.

I put a 1915 steering column in my 27 touring. I left the round plate alone. The holes lined up fine. I also used the 27 steering shaft and gears so that I still had 5:1. Works just fine.

Put a box of Arm and Hammer which is dissolved in water in. Run it that way for about 50 miles and grand and flush. This a old trick my dad used on his trucks.
