All things being equal, would it be an upgrade to install the later rear axle assembly in a 1925 T??
Will internals interchange if needed?
Ultimately will be installing the Rocky Mountain brakes.

ABSOLUTELY. I run one in a 23 touring, over 40 years now. I do not run RM brakes (actually removed them).
The big drum brakes are equivalent when maintained.

Tom.. if your engine number is into the vicinity of September of 1925, I would bet it would be acceptable to have the improved rear axle installed, since in all Ford upgrades there is no definitive day that all factories started using the changes.. they would have to use up the stock parts that they had before the change before the improved replacements...... Not related to your question but I could tell you that the 1922 touring at the Thomas Edison estate in West Orange New Jersey not only has the improved axle but it also has the four to one "mountain axle gearing" but also has other improvements installed that were tested before they made the assembly line.

You will also need new radius rods. They are shorter in the 26-27 axle.

You may want to use your earlier spring perches unless you want to lower the rear of the car about an inch.

I have a large drum ruxtell in my ‘14. Main reason is I had one. Benefits, larger brake and I like the look of the drum more so than the flat Rocky Mountain add on drum. Did not change the height of the car.
