Yea, it’s national guard. The building they are in front of was finished in 1915, but the cars made me think 1923-25, particularly because of the natural rubber tires? I’m not sure though.

All the vehicles appear to be mid teens vintage.
The second car from the right appears to be a Packard, due to the radiator shape. First car on the right may be a Cadillac. All the cars have acetylene headlights.
Due to the grainyness of the photo, this is only a guess. I'd put the date c.1919.

Looks like a hot climate like Texas. Other than World War I, I don’t believe there were any conflicts that would required such a heavily armed contingent of soldiers in the 1920’s. This could be an armed detachment of regulars preparing for an expedition into Mexico to get Pancho Villa in 1916 just prior to America’s entry into the Great War in April of 1917.
