top bow socket question

How is this "button" top iron separator removed from a top bow socket? Thanks, Art

I have seen that piece missing on a bow or two. From the hole left behind it would seem to be welded to the tube like the spokes in 26-7 wheels. Hopefully, others may have had different experiences.
