I have an 18 touring car. The top section of the windshield is smaller than the bottom section. It has a hinge between the 2 sections.
The QUESTION is: Is there any year Model T that folds down like my 18 does but the two sections are about the same size. NOT using uprights, but having that same hinge as a 17, 18, 19 has?
If so , do you have a frame to sell me?

If I understand your question correctly, No I don't think so.
The only Model T touring (and roadster) with the same height glass top and bottom is the 23-25.
But the 1923-1925 windshield has fixed stanchions and the lower glass is fixed, and wider than the top.
For a 1918 body the 1915-1922 windshield assemblies will fit
The windshield top frames are the same from 1915-1922.
The windshield bottom frames are the same from 1915-1922
You (should) have the 1917-1922 hinges that are offset and put the top of the glass sections at 2 different heights when folded
You (should) also have the 1916-1919 mounting brackets with side lamps for cars without starters.
The 1915 & 16? brackets were riveted to the lower frame and the 1920-1922 brackets had no built in sidelamp brackets.
The only bolt on (sorta) change for you is to install the equal length arm 1915-1916 hinges.
This will require holes to be drilled and tapped in the lower frame to fit.
This will put the top edge of the glass pieces even when the windshield is folded down.
I don't know if this is what you are looking for or not.
If you want it bad enough Speedway, or your welder and drill can make it whatever you want.

From the 1915 through part of the 1917 model year, the hinges are such that the edge of the two glass panes line up when the windshield is folded.
