Putting a 14 back together, putting in the long bolt on the steering bracket (through the wood block), am I correct that there is no washer involved?

The 25 Service Manual does not mention nor show a washer. Pages 35 & 36. But you did ask about a 14.

Ben, no need for a washer. The bolt head is p against the frame and the nut against the bracket.
