Are the chains for snow, or mud?

Good illustration of how lots of T’s in that era were used and the reality of it! I also noticed the chains and wondered if this T is a snow or mud T.
Whatever the case this T’s black shiny paint didn’t stay nice long. I think it’s black with dust dirt and etc that was so typical back in the day.
