23” Wood Wheel, Problematic or no

So I have a front wheel with a lot of side to side runout. I found a very nice looking wheel I want to try.... but it looks like the hub is out farther than my others and the spokes seem to be bowed the same way. I see no evidence of it shifting. The clear is not showing any marks.
Can I loosen the hub bolts and push it straight and retighten ?
Could it have been assembled this way ?
Should I try to run it or try to reset it ?
I didn’t post a picture, because I don’t think it would show the difference.
I can though. It’s a Hayes wheel, natural varnish.
