27 Roadster rear fender mounting bolts

Some owners say their 26-27 rear fenders are mounted with a bolt threaded into a caged nut on the body. I'm not sure if this is the place they're referring to but my 27 Roadster doesn't look like it ever had any caged nuts at the bolt holes.

The parts book shows a bolt, nut, plain washer and lock washer for this job.

Are the holes marked in the picture the ones that could have either caged nuts or a bolt and nut?

The Turtle Deck is mounted with cage nuts at the top of the backrest area, not the fenders
