Help identifying this bracket

I have a few Victor model 2 cowl lamps that I will be listing for sale but this first one in particular had this mount and bracket attached to it. Looks like a license plate bracket to me but upside down....not sure and I don't want to misrepresent what it is. Nothing like I have on any of my cars.

Not sure if the mount on the second one is for a T.

Looked around the net but couldn't come up with a definitive answer. Can anyone give me a positive ID on these?
