What tool is used to adjust the fan belt on 3004E fan bracket on the 1927 engine?

Bruce,
There were different styles of 26-27 fan hubs, I dont know what a 3004E is, mine has a square boss opposite the fan shaft stub, I can put a 1/2" or so wrench on the stub to rotate the hub. Do not tighten the fan belt tighter than you can rotate the fan blades by hand.

Use open end wrench to loosen the large hex lock nut with its lock washer. Hold the fan shaft tang end with smaller wrench to keep it in place. If that turns, the fan shaft gets loose in the fan pulley. Now, use a smaller wrench and spin/swing the eccentric tab to raise and lower, that tightens the fan belt. Turn the lock hex nut back in place to keep adjustment.

This is one of the many places that a set of 30/60 degree open end wrenches is worth the price.
