1924 radiator splash apron

Can someone explain the order the radiator/apron, shell are assembled on a 24? The apron I have has the side tabs intact that one of the three fender support bolt goes thru. Thanks, Art

Are there issues with the repro upper springs? They seem too tall, not allowing the shell to sit down far enough.
