Looks like another starter hand pull part but might be part of a shock???

It may be an old spring loaded hinge from a door or some sort of tensioner for an unknown use.

Could be it’s some type of door closure for a for a piece of equipment? What’s puzzling for me is the short side mounting surface isn’t flat but is slightly angled. It won’t fit flat against another surface. What ever it is it could be wound tighter or looser with the notches on the spring end.
