Kelsey 88. Uses loose lugs with flat bottom lug nuts. The one lug indexes on one of the lug bolts to keep the rim from spinning on the felloe.

I believe its the correct rim for the wheel in "what do I have here?" post. Early rim for the 19-20 wheel.
