The story from the family as told to the kid that I got my car from is that it was used to take trips to Baja to fish

From the location I would suspect it is used to be sure the choke is open after choking the car. Maybe the spring on the choke is broken or missing. I could be wrong. If the hood were open or the picture taken from the carburetor looking down, it might be more apparent.

That’s right Norm. My guess is that the spring failed on one of the owner’s fishing trips and he fixed it with what he had available. Worked fine so just left it.
