Question about Hayes wheels

These are 23 inch TT rear rims that say Hayes on the attached lugs. Both rims have a notch in the lugs on either side of the valve stem. It doesn't look worn or cut and both rims are identical. Is this normal? Why are they like this?

To make it easy to fit rim to the wheel. Chevy did that on they 21” split rims. Not sure if those are TT or not.

Yes , the notched mounting lugs are stock on the fixed lug Hayes 23 inch TT rims. The notched lugs are so that the rim with tire can be mounted on the wheel with out bending the valve stem, ( which was metal ), or with out removing the mounting bolts.
Dan, the optional stock demountable TT rear wheel from 1919-20 to up until around 1925 was a 23 inch wheel because that allowed for a straight sided tire of proper weight capacity for the TT one ton truck. The fixed lug Hayes rims were split rims sort of like the later 1925-1927 21 inch car wheels. There were also Kelsey 23 inch wheels used that had removable lugs and a locking ring on the outside .

I am not a TT guy, but did they have a rear wheel that size in a split rim?
Curious minds want to know.
