The Coat of Arms is for the city of Jelenia Góra, Poland.
Jelenia Góra hosted the First European Rally of Ford Model T and automobiles until 1930 from September 16 to 19, 2021.
The Model T is likely one in the Cities Museum

A few nice photos on the Polish Model T Club website.

It's interesting seeing the triangular fuel cans on European cars. They seem common over there but we never see them here in Oz.
