Poor condition luggage rack with good mounting brackets . I plan to reuse the brackets on a running board tool box.

I have lots of running board luggage racks, $10-$25 + shipping, depending on length & condition. I'll have to take a look.
But you can always DIY a set of "Jelf" running board brackets
