Any idea what these 2 things are or what for?

Top part appears to be a quick release clamp of some sort, like used on carbide generators. Bottom is an idler pully set up.

I believe the top part clamps on top of the driver's door of a T Touring car that would have its side curtains on, so that you can open the door without damaging the side curtains.
