It's a front license plate holder that clamps onto the front axle - I have one I'd let go - drop me a note.

I learned that it’s for a pre-state plate made out of leather or wood.

I think it would be a poor choice to mount a leather plate, since it only holds the plate by 1 corner, allowing it to flop around.
