Looks like maybe someone took one of those cheapie plastic coils and modified it for something like maybe an electric fence or Lord knows what

Could be out of a Champion plug cleaner/ tester, seems I had seen one or similar one in the inner workings once. Jim

It has a cover to protect it from harsh weather. It appears to be for an electric fence.
