The 31 over 4 stamped by the valve stem hole translates to a 23" rim. There were many similar Hayes rims for Chevs, but these have the valve stem hole in a different place and the lug nearest the stem hole was slotted to enable the rim to be fitted on the wheel. This one looks like a Ford style rim to me, just like the ones on my Hayes wire wheels fitted to my 1912 van and 1925 roadster.
