I think the tag on that radiator was probably from a radiator repair company. They normally applied one whenever they worked on a radiator, so they could keep track of warranty claims. The scratched numbers would reflect the workorder of the repair, so they could look it up and confirm what they had done previously, and decide whether or not a warranty action was justified.
