Are Model T valve lifters are intended to rotate while the engine is running?
If so, are new lifters crowned slightly and the cam lobes tapered slightly to encourage this rotation?
Are Model T engines designed with an offset between lifter bore and cam lobes?
The following diagram from Crane Cams suggests offset bore and lobe are required for lifters to rotate.

T lifters will do what they will do
My opinion is that no one is selling a lifter which is useable out of the box. They all need to be butt-ground before being put into service.

By design at that time, I say no but the lifters do rotate some but only because nothing is completely machined to "0"
