Changing Low speed band

Is it necessary to remove the brake band to remove the low speed band?

Old design, or new? See Chapters XII and XIII in the Service Manual.

If you have to change one it may be the time to change all of them. If you want to do remove the transmission cover change them all. Some like to do that even though they have the new design.
