The hood shelves on my 1915 (which should be painted black) have the hood latches on the outboard ends and the 1/4" carriage bolt that anchors in through the top and bottom channel of the frame are on the inside.
On my brass era speedster, the latches are (inboard) where the anchor bolts typically would be, and the anchors are outboard.
I have seen other images of speedster hood shelves with the same arrangement. Why the difference?

Outboard is the standard fitment. The large holes in the frame are there to facilitate the removal of the shelves without having to dis-assemble the hood hooks and springs from the shelves. Who knows what the speedster builders were thinking.
