W.P. Seng Steering wheel horn

I have a WP Seng steering wheel and I want to know how to wire the horn ring to make it work. This topic has briefly been touched on in the past with no answers. Has anyone figured this out?

Comment removed. I had one at one time, but do not recall now if the wire stayed stationary or turned with the wheel, never hooked the horn up, nor do I remember now how to get inside. If I had it in hand, that would be different story. ;)
