John is correct it measures cylinder tapper ( not bore size ) Made by >-Hastings->piston ring Co. Although the instructions tell how to use it with
a outside micrometer for bore size. A period tool that does the same as the Starrett 452-B that I have used for decades. But Starrett 452-B's now
sell used for $250 & new for over $700.

Hi Jennifer,
There is more combustion pressure & less oil at the top of the cylinder so the rings tend to cause more wear @ the top.
The rings don't travel all the way down the cylinder so there is also less wear @ the bottom Of the cylinder. Excessive
taper will cause the rings to flex & break or not make good contact with the cylinder leading to compression loss.
Rotational force can cause the cylinder to wear out of round which can be detected with the same gage. It is almost impossible
to detect a few thousands of an inch with the naked eye & if you could you would need to measure it accurately.
