So how does this rubber gasket attach? Which way is up?

You have it right, the spring wire goes under the hinge.

I am thinking I screwed up again 😥
I won’t be able to gets the nuts on the hinge screws with the tank installed. 😳

Do it from on top.
Use a bar to wedge the spring leaf away from the lid so you can assemble it and get the screws in with the lid vertical.

I did it last week so I had a piece to take to get paint matched.
