Thought it was a belt driven Canadian generator at first... but most likely an aftermarket starter/generator combo unit.
But wait... is that a filler cap at the rear of the unit...? Could it be an early power steering pump...?

Add a separate battery and starter switch and you'd have a Model T hybrid.
