Why?

Anyone know why someone would do this to a ball cap?
Found in my stuff, fixing to throw in scrap pile.

It is not a ball bearing ball cap. Still has Babbitt. But it only 1/2” wide. If I remember correctly didn’t the early watts clutches had the ball cap cut off?
