That hub cover may be a tool joint thread protector made for cable tool drilling equipment. It looks just like one. The holes in the flange portion would have been drilled to allow it to be bolted to the T hub. Some protectors were cast, and many were sheet metal. Ive seen a few made of rubber.

That hub is a new one on me. I see the green visor lenses, from Dec 1920 to June 1921. I believe that is a Harley-Davidson too.
