I'd call that a mechanical snubber. It would give a result similar to a hydraulic stabilizer. Being at the steering wheel end of the linkage, you'd still need a tight steering assembly. A better idea would be a rotary hydraulic snubber, with a small gear pump on the steering shaft pushing oil through an adjustable orifice.

It is a snubbed of sorts. They call it a clutch. Not my word of choice.

Re: FS ACCESSORY STEERING CLUTCH (NOS)
I had one like that on the red boat-tail roadster I drove for several years. I liked the way it handled, and seemed to respond. I drove that car hard and often rather fast. The overall condition of everything in the front end was good, and I never drove the car without the steering stabilizer, so I don't know if it really helped or not.
One unexpected consequence to consider? If you need to push the car around to move it for any reason? You cannot simply shove the front wheels around to steer it! You must turn the steering wheel itself.
The main reason I used it on that car was the position of the seat and steering column. I wanted that extra inch and a half to bring the steering wheel closer to where I sat.
Sadly, when it became necessary to sell the car, I let that go with it.
