I could be wrong, but it looks to me like a rear fender body bracket for a center door sedan.

Looks a bit like a top saddle suport for a later T.

Factory Part number T-8154-B is listed as Fender Iron, RR & LR Sedan , used ‘18-‘25. Earlier part T-8154, used ‘16-‘17. Info from Bruce Mc comprehensive C-D Encyl.
