Bob, it only needs one wire. The second terminal goes to ground on column via the brass peice going to the mounting screw. The tube up the underside of the column is for one wire only.
A rare find to have one that good.

Allen,

You are correct - however,
I have spent many hours chasing a bad ground to get something to work.
The steering column has a long path to ground through the column,
through the shaft,
through the steering bracket,
to the frame.
For reliability, I will usually install a wired ground.
