Installing a turn signal flasher on my 27 Touring. Pretty simple schematic or wiring diagram if you prefer.
Once installed and system powered up the turn signals both work correctly.
When the turn signals are NOT on, the flasher "buzzes" and none of the turn signals are on or flashing.
What's going on?

Would help to see your wiring diagram and what flasher your using.
When the turn signals are not "on" are you lights on.
When the turn signals are not "on" are you lights on.
The past is a great place and I don't want to erase it or to regret it, but I don't want to be its prisoner either.

I installed ours two months ago but I hear a lack of information.
Just some general questions:
Is it an electronic flasher or thermal?
Does the flasher have it's own ground wire?
Does it buzz then head lights are ON? OFF?
Does it buzz then the engine is ON? OFF?
Are you using incandescent or LED bulbs?
Are you using two separate sockets per side or a double element socket for parking and turn?
Have you proven that every ground works with a VOM?
If you already have another flasher, have you swapped it out?
I had a problem and it turned out to be the LED bulbs that were back feeding turn signal voltage into the parking light circuit.
