What is the purpose for this choke arm attachment?

This wheel/star with 6 holes is attached to the original choke arm where the wire goes. What is its purpose? It doesn’t spin, it has raised areas that lock it in place.

Wouldn't this be handy if you had a starter conversion to choke from the passenger compartment?

Another supposed aftermarket carburetor attachment for different choke positions? Turning it over without the two stops maybe but with the one position stops ??? Overthinking on this one?
